Kaohsiung City
Kaohsiung City, a prominent industrial hub in the island of Taiwan, is taking ambitious steps toward climate neutrality through its Net Zero City Self-Government Ordinances. In response to the global climate crisis, the city is prioritizing digital and net-zero transformation. To cut urban carbon emissions by 30% by 2030, Kaohsiung has introduced three key policies: the Industrial Net-Zero Alliance, Net-Zero Urban Development Regulations, and a Net-Zero Talent Training program. Kaohsiung also chairs the Kaohsiung–ICLEI Climate Neutral and Smart Cities Community of Practice (ComP), bringing together leading cities in East Asia and the Asia-Pacific to collectively advance smart, climate-neutral solutions.

Marjorie Kauffmann, Secretary of Environment and Infrastructure, Rio Grande do Sul, Brazil | ICLEI Vice President
As ICLEI Vice President, Marjorie Kauffmann is a strong advocate for inclusive, locally driven climate action and stronger roles for subnational governments in global decision-making. A forestry engineer and experienced public official, she currently serves as State Secretary for Environment and Infrastructure in Rio Grande do Sul, Brazil. Through her role, she advocates for ICLEI as the platform for connecting local leaders and civil society to foster collective climate solutions rooted in community participation.
In response to recent climate disasters, her State launched the Climate Roadmap at COP29, an ambitious initiative integrating climate data from all 497 municipalities to support adaptation, resilience, and multilevel cooperation.
