Urban-LEDS

Human activities in cities contribute a significant and growing proportion of global greenhouse gas emissions, driving the demand for energy and other services in urban areas with rapid population growth.

UN-Habitat and ICLEI are taking on this challenge by accelerating urban low emission development and climate resilience across more than 60 cities worldwide, using a multilevel governance approach to urban climate action. Through Urban-LEDS, cities develop comprehensive urban Low Emissions Development Strategies and work together to implement their plans and develop pilot projects and finance models for LEDS implementation. The project recognizes that human activities in cities contribute a significant and growing proportion of global greenhouse gas emissions, driving the demand for energy and other services in urban areas with rapid population growth. Meeting the ambitious goals of the Paris Climate Agreement will require a fundamental transformation of how urban infrastructures and services, such as transport, energy, water, waste and urban space, are planned, delivered and maintained. It will also require effective monitoring, reporting and tracking performance.

Project aims and benefits

Through Urban-LEDS, participating cities:

  • Develop stakeholder mapping and engagement plans.

  • Carry out Low Emissions Development benchmarking.

  • Conduct emissions inventory baseline assessments and monitoring.

  • Create business-as-usual emissions projection and future scenarios.

  • Identify development needs and opportunities.

  • Prioritize development needs and opportunities.

  • Engage in study visits and exchanges with selected European cities.

  • Identify LED solutions at sectorial and cross-sectorial levels.

  • Assess alternative LED solutions.

  • Workshops and project briefs from experts and service providers.

  • Local Urban-LED strategy and Action Plan.

  • Identify financing models and opportunities.

  • Meet with potential funders and investors.

  • Report commitments, actions and inventories to the carbonn Cities Climate Registry.

  • Integrate local action with national climate plans and processes.

    Partners

    The Urban-LEDS project, funded by the European Commission, and implemented by UN-Habitat and ICLEI, had the objective of enhancing the transition to low emission urban development in four emerging economy countries.
