  • Autonomous City of Buenos Aires, Argentina
Autonomous City of Buenos Aires, Argentina
Buenos Aires City extends along 202 km2 (78 mi2) and has got more than 3.000.000 inhabitants plus the nearly 3.200.000 commuters that receives every day for their daily activities. The riversRío de la Plata and Riachuelo are natural borders of the city on east and south. The rest of the metropolitan perimeter is surrounded, from north to west, by General Paz Avenue, connecting the city with the metropolitan area, a densely populated area with important business and industrial activity from where most of the commuters come. The 1994 constitutional amendment granted the city autonomy, whose formal name is: Autonomous City of Buenos Aires. The city's average annual rainfall ascends to 1.146 mm. Buenos Aires was founded in an area crossed by Pampero and Sudestada winds, and for the basins of rivers and creeks. The climate is temperate, with warm summers and fresh winters and average annual temperatures of 18°C. The city has experienced a rapid growth of building construction that, together with the lack of planning, has contributed to increase this phenomenon known as heat island effect. That is why the city presents an enormous variety of building design and utility. Throughout the time creeks and rivers were piped and refilled low zones that were attenuating the impact of the rains. At the same time, areas were levelled, streets were paved, towers and buildings were constructed, and other own modifications of the urbanization were carried out. The changes fundamentally followed the line of the political and economic prevailing projects in every historical moment. The Executive Office of the city is held by the Chief Government elected every four years. The Judicial branch is composed by the Supreme Court of Justice, the Magistrate's Council, the Public Ministry, and other City Courts. The national judiciary determines the autonomy of the city's judiciary with regard to common law, while the national executive branch controls the city’s police. Since 2007, the 48 neighbourhoods were organized in 15 communes. As for the relationship with the National and Regional Government, the City’s political party happens to be in opposition to the national and regional government. On December 2009, the City launched the Climate Change Action Plan Buenos Aires 2010-2030 in order to embark on a long-term strategy to reduce its contribution to global warmingassuming the responsibility for the Greenhouse Gases (GHG) emissions produced. For that purpose a GHGInventory was compiled as the baseline to set mitigation actions. Besides, taking into consideration past events and future forecasts, the Government considered flood risk prevention and emergency response as the main priorities in terms of adaptation. In order to establish the Climate Change Action Plan as a State Policy, the Adaptation and Mitigation Climate Change Law was approved in the City Legislature in September 2011, with the objective of establishing actions, tools and strategies to reduce human vulnerability and natural systems, protect its effects and strengthen its benefits; confirming the decision of the Government to grant Climate Change the importance its deserves, thus transforming it into a real and cross disciplinary state policy. The Act defines the dissemination and communication strategies with the aim of ensuring access to information for all stakeholders. Likewise, it states to be the duty of the Enforcement Authority (Buenos Aires EPA) to promote public participation of stakeholders in pursuit of the definition of the best options for adaptation and mitigation, as well as the creation of an External Advisory Council, composed of experts in the field, to assist and advise the implementing authority, and the convening of a Ministerial Team, to coordinate between different departments the management of public policies related to the implementation of the law. Since the Adaptation and Mitigation Climate Change Law was regulated Buenos Aires Climate Change Action Plan is checked, adjusted and updated every 5 years, being 2015 the first review version, including progress in the period between 2010 and 2015.

  • Municipality of Curitiba, Brazil
    Municipality of Curitiba, Brazil

Mexico City is located in the center of Mexico. With over 21.2 million people, it is the largest metropolitan area in the Western hemisphere. It is also the third largest and the eighth richest agglomeration in the world, generating around 34% of Mexico's GDP. By instituting policies such as car-free days and encouraging the use of bicycles, Mexico City has successfully reduced its air pollution by more than half since 1991 and become a model for urban air quality improvement. It is currently in the process of executing its 15-year-long "Green Plan," which works towards goals such as encouraging environmental awareness among citizens, increasing the efficiency of its water infrastructure, and continuing to strive for more eco-friendly transportation structures.
