Local and regional leaders are coming to the table
COP28 kicked off on 30 November 2023, in Dubai, United Arab Emirates, with the world watching. This year, hundreds of mayors, city councilors, governors and other local and state leaders are attending, many of whom are Members of ICLEI – Local Governments for Sustainability.
These local and regional leaders are speaking as the voice of communities around the world, demanding more ambitious climate goals from countries, active collaboration in their design and implementation and funding to translate those ambitions into projects on the ground.
2023 could potentially be a change-making year for our cities, towns and regions that are taking on the climate emergency.

The Coalition for High Ambition Multi-level Partnerships (CHAMP), announced on 1 December at COP28, aims to establish a more ambitious and durable way to achieve the Paris Agreement goals. The pledge asks nations to commit to consulting their local and regional governments to build their national climate goals, and to resource them to implement ambitious climate projects.
62 nations have joined the pledge already, demonstrating national leaders, mayors, and governors from around the world are working together to find innovative and effective climate solutions to meet global temperature goals in response to the findings from the Global Stocktake.

A historic year for cooperation between all levels of government on climate action
In 2023, a slate of multilateral outcomes explicitly recognized local and regional government leadership and the need for parties to involve all levels of government in climate action planning and financing. These include outcomes from the G7, G20, African Climate Summit, Amazon Climate Summit, UN-Habitat Assembly Resolution and UNCAS 2023 Chairs’ Summary, which all make reference to multilevel cooperation. Our constituency goes to COP28 with a strong message that the Parties can be united in engaging with local and regional governments to accelerate climate action.

Cities and regions have a home at COP28: The Multilevel Action & Urbanization Pavilion
The Multilevel Action & Urbanization Pavilion at COP28 serves as the global stage for the city and region climate agenda, spotlighting the accomplishments and commitments of local and subnational actors in addressing climate change.
The pavilion is a dynamic collaboration between ICLEI and UN-Habitat, co-hosted by the Scottish Government and Bloomberg Philanthropies. With over seventy events, our inclusive platform provides a space for diverse stakeholders to collectively tackle the climate crisis, fostering dialogue, sharing insights, and identifying opportunities for collaboration.
From high-level panels to hands-on workshops, our full agenda offers both in-person and virtual participation, ensuring a global audience engagement.
