The climate and energy policy of Gwangmyeong has developed in two aspects over the years: urban planning and citizen participation. When establishing its Local Energy Plan in February 2017, the city aimed at a 6% reduction in total energy consumption compared to 2015, an increase in energy independence from 11% to 40.5% by 2030, and an increase in the proportion of renewable energy from 3.7% to 28.7% by 2030.
Gwangmyeong has encouraged public engagement in the local energy policy from the planning.
