What we are doing
Risk Atlases are very important tools for several reasons:
- Serve as a basis of knowledge of the territory and of the hazards that can affect the vulnerable population and the infrastructure of the place.
- Allow for better development planning in order to have safer infrastructures.
- Contribute to decision-making for disaster risk reduction.
- Help identify the risks to which the population may be exposed.
- Have a significant impact on local and regional governments as instruments for regulating land use and risk management.
Risk atlases emerge as legal devices in the context of a partial decentralization of territorial planning and civil protection and make it possible to estimate the cost of the impact of a phenomenon and the needs of the areas declared in emergency or disaster and contribute to raising the population's awareness of the risks to which it is exposed and to guide public policies to reduce risks and, therefore, disasters.

How we are tracking
- Risk exposure level: This indicator can measure the number of areas or population exposed to certain risks identified in the Risk Atlas.
- Number of risks identified: This indicator can measure the number of different risks that have been identified and recorded in the Risk Atlas.
- Risk Atlas Update: This indicator can measure how frequently the Risk Atlas is updated to reflect changes in the environment or understanding of risks.
- Use of the Risk Atlas: This indicator can measure the frequency with which the Risk Atlas is consulted for decision making.
- Risk mitigation: This indicator can measure the number of risks for which mitigation measures have been implemented.

What we are achieving
For the elaboration of these instruments, ICLEI follows clear indications from the federal government provided by the National Center for Disaster Prevention (CENAPRED) on the elaboration of Risk Atlases.
This activity has also been proven to help safeguard lives as well as important infrastructure in cities.
A Risk Atlas is essentially an "Early Warning System" against risks that have been described in detail.
