What we are doing
Climate change initiatives will be more effective when they reach all members of society, particularly vulnerable and marginalized groups who are more at risk. Social justice is therefore becoming a core goal for cities tasked with the design and implementation of climate initiatives. Cities play an important role in facilitating social just climate action because they are the level of government most closely connected to citizens and policy implementation in practice.
The cities of Bonn, Heidelberg, Ludwigsburg, Dortmund and Essen have joined the INCLU:DE project to improve social justice considerations in their local climate initiatives (spanning different areas such as energy, mobility, housing and urban development).

How we are tracking
Overall target: By 2026 at least one additional local climate action within the project cities embeds a social justice and inclusion approach.
Outcome indicator O.1: Social equity benefits for the local climate actions in the targeted cities, through 5 co-creation workshops in project cities.
Outcome indicator O.2: Conducive conditions enabled to align municipal climate priorities with local equity priorities in the targeted cities, through 5 cross-departmental workshops in project cities and 6 international peer exchange events / just transition workshops (targets: 5 confirmed uptake measures; 2 agreements of the uptake measures through departmental decisions).
Outcome indicator O.3: Uptake of project learnings through dissemination of best practices and policy recommendations via 5 project publications.

What we are achieving
Traditionally, climate mitigation strategies, plans and actions have prioritized greenhouse gas reduction as the key metric of their success, while oftentimes neglecting the necessity of embedding social equity in their design and implementation. In the INCLU:DE project, we place a specific emphasis on how to address challenges like fair and equitable resource distribution and benefits allocation, while ensuring that GHG reduction goals are not being compromised. ICLEI is supporting INCLU:DE project cities by providing targeted implementation support to strengthen social justice components of selected climate protection measures, and by encouraging cross-departmental collaboration and wider uptake of implemented measures. Facilitated collaboration with international frontrunner cities in the field of just and inclusive climate action will ensure that best practices can be mainstreamed across local governments.
