At COP30, ICLEI South America advanced a major step toward expanding municipal climate finance by formalizing two strategic partnerships with FONPLATA and Banco do Nordeste.
On 13 November, ICLEI South America and FONPLATA signed a Memorandum of Understanding, establishing a framework for collaboration on local climate finance, territorial planning and sustainable development. The agreement sets the basis for identifying priority green projects, strengthening technical capacities in local governments, and improving access to innovative financial instruments such as climate funds, guarantees and blended finance mechanisms.
It also includes joint participation in international forums, the development of methodologies and pilot projects, and the promotion of best practices in sustainable urban development and climate resilience. Read the official announcement (in Spanish).
On 17 November, ICLEI South America formalized a second Memorandum of Understanding with Banco do Nordeste. This partnership aims to expand local climate finance and strengthen the technical capacities of states and municipalities in designing and implementing sustainable development projects. The agreement outlines joint efforts to identify green investment opportunities, improve planning tools, and mobilize co-financiers to support scalable climate solutions across the bank’s area of operation.
It also provides for knowledge exchange, engagement with local stakeholders and the integration of financial instruments to enhance the effectiveness of climate mitigation and adaptation policies. Read the official announcement.
