Kaohsiung’s ambitious targets
In June 2025, Kaohsiung became one of the first cities in East Asia to sign the Berlin Urban Nature Pact, committing to become nature-positive by 2030. The city backs that commitment with binding local policy: 30% emissions cut by 2030, net-zero by 2050, and a dedicated city committee coordinating climate action across departments.
This international commitment requires the city to develop a local action plan by mid-2026 and work toward the broader goal of achieving harmony with nature by 2050. Given this tight timeline, mobilizing digital innovations, social resources, and corporate engagement has become an urgent governance priority.
The City also chairs the Kaohsiung-ICLEI Climate Neutral and Smart Cities Community of Practice (ComP), a regional network connecting the Kaohsiung’s sustainability agenda to peer cities and international expertise. Few industrial cities are building this kind of infrastructure, policy, and partnership network at the same time. That is what makes Kaohsiung a serious testing ground for solutions.
