About

While funding for sustainable development is available and investors are eager to contribute, there is a lack of investment-ready projects, especially from subnational governments and local businesses. These actors often face challenges in meeting the technical, legal, and financial requirements of investors and Project Preparation Facilities, which tend to prioritize projects that fit their existing portfolios rather than those with strong potential for transformative impact.

Led by ICLEI – Local Governments for Sustainability and supported by a consortium of specialized partners, TAP is a global initiative to help subnational governments and local businesses transform their sustainable infrastructure concepts into solid and investment-ready projects.

Aims of TAP

  • fill the gap between the availability and accessibility of funds and local sustainable development project
  • facilitate and accelerating capital flows to cities, towns, and regions globally
  • transform local infrastructure concepts into mature, robust and bankable projects ready for financing and implementation
  • support local and regional governments through the whole project cycle, including early-stage project preparation
  • pursue and promote various financing sources and options that best fit each project and local circumstances

How TAP works

Projects are mobilized through annual calls and screened by experts in sustainable finance. Those with great potential for impact receive personalized feedback and, once considered investment-ready, are connected to project preparation facilities and financial partners that will support their implementation. Throughout this process, TAP provides tailored guidance, capacity-building opportunities, and access to tools and knowledge products to help projects become investment-ready and implementation-ready.
