What we are doing
At the UN Secretary General’s Climate Action Summit in September 2019, 42 countries and 71 subnational governments made commitments to integrate climate and air policy by 2030 to meet WHO Air Quality Guidelines. The Global Covenant of Mayors, representing 10,000 cities, joined this commitment as well. Letters of commitment continue to come even after the Summit – on 4 October 2019 the East Delhi Municipal Corporation sent its letter, outlining concrete steps to extend its metro services network for e-mobility, install waste processing facilities and targeting zero waste to landfill, and as all others to the UN Secretary General’s Climate Commitment – commit to “tracking progress, sharing experience and best practice through the BreatheLife Action Platform”.
The problem – as it was in 2013 – is no longer a lack of awareness. The problem now is a lack of coordination that requires a mechanism to support governments to achieve their political commitments. The goal is to find the way to most efficiently match this demand with technical expertise to realize emissions reductions.

What we are achieving
EAS participates especially to provide surveys within the EAS network to gauge the current understanding of city officials and their needs.
The project aims to support the integration of climate change and air pollution at the city level through capacity building. It contains four consequential activities:
1) Convene focus group discussions with city policymakers and experts (health, transport, infrastructure) for needs assessment regarding the knowledge and tools cities should obtain in integrating SLCP reductions into policies and practices;
2) Develop a training curriculum drawing from existing materials to support the integration of SLCP reduction into policies and practices for cities in Asia;
3) Work with 3 cities to integrate SLCPs reduction into relevant policies and practices;
4) Gather inputs to report on the CCAC DI indicators and associated data collection questionnaire/initiative reporting template.
Learnings will be well documented and shared in major regional events, such as the Beijing International Forum for Metropolitan Clean Air Actions, the Seoul Mayors Forum on Climate Change, and the ASEAN High-Level Seminar on Environmentally Sustainable Cities.
