Waste management remains to be a primary and persistent concern in the Philippines. Some of the factors that contribute to this perennial problem include the following: inadequate waste management infrastructure in terms of collection, disposal, and recycling; improper waste disposal practices due to lack of awareness; weak and inconsistent enforcement of waste management policies and regulations (i.e. Ecological Waste Management Act of 2000 otherwise known as Republic Act 9003); and huge informal sectors that are also instrumental in waste management, high levels of plastic pollution. These existing conditions make it challenging for the country to transition from a linear model (“take-make-dispose”) towards circular models.
The National Circular Economy Framework shall guide the country’s accelerated and just transition towards circular economy characterized to be environmentally beneficial, economically viable, and socially equitable. As defined by Ellen MacArthur Foundation, circular economy should be rooted in the following principles: design for durability and recyclability, resource efficiency and optimization, closed-loop systems, regenerate natural systems, foster collaboration and innovation. Therefore, the formulation of the framework shall be evidence-based and facilitated in a consultative and participatory manner. The resulting framework shall be action-based in order to provide stakeholders with concrete and strategic directions in fulfilling the framework goals to be defined by relevant stakeholders.

What we achieved
In close coordination with UNDP, ICLEI SEA will conduct consultations with relevant stakeholders of circular economy which include DENR, DTI, NEDA, LGUs, civil society, academe and the private sector. The firm will perform the following functions:
• Develop a draft circular economy framework for the Philippines based on desktop research making use of national and international sources such as the European Union-United Nations Environment Programme Global Alliance on Circular Economy and Resource Efficiency (GACERE), Framework for Circular Economy for the ASEAN Economic Community, and World Circular Economy Forum (WCEF). The draft framework must meet the following minimum requirements:
o Defines the overall objectives of circular economy in the Philippines and identifies specific indicators
o Identify policy instruments and/or new policies or existing policies that can support its implementation
o Identifies institutional structure at the national, subnational and local levels (i.e. lead institutions and organizations and their corresponding roles and responsibilities)
o Emphasizes the importance of both government and private sector participation
o Mainstreams gender, disability and social inclusion
o Includes a sectoral approach focusing on the following sectors at the minimum:
Buildings
Plastics
food and beverage
textile
electronics
healthcare
cities
o Identifies climate change mitigation strategies in line with the NDC of the Philippines, including estimation of potential contributions to NDC mitigation targets, adaptation and economic benefits
o Defines linkages with related structures (e.g. National Solid Waste Management Commission)
• Conduct nationwide consultations to solicit stakeholder feedback on the draft framework,
• Revise the draft framework based on comments received
