ICLEI built a community-wide and government operations inventory. We provided a basic base-line-as usual forecast and a narrative report of emissions. ICLEI provided science-based targets for Climate action planning. For the community-wide inventory ICLEI followed the GPC basic protocol with additional, optional inputs. For the LGO inventory, ICLEI followed its own Government operations Protocol. This activity allowed for forecasted emissions to inform climate action planning measures.
