What we did
About one-third of global energy demand and one-fourth of global GHG emissions come from the building sector. Global building energy demand can be reduced by one-third by 2050 if known energy efficiency best-practices are implemented on a large scale across regions. The major barriers to efficient buildings are institutional and behavioral rather than technical or financial. The BEA aims to break down these barriers by increasing global and cross-sector collaboration.
Cities and sub-national governments that join the Accelerator are asked to make three specific commitments to be implemented with assistance from the partnership:
1. Implement one enabling policy
2. Implement one pilot project
3. Track and report progress, and share experiences and best-practices with other governments
BEA cities will be offered tools for gathering input from stakeholders and for prioritizing policies. Through a series of trainings, webinars, regional conferences, and other support, each city will improve their capacity to act and create a deeper engagement with interested parties. In addition, a few cities will work in-depth with the partnership in an intensive multi-stakeholder process.

What we achieved
The Building Energy Efficiency Accelerator (BEA) assists subnational governments in speeding up the process of adoption of best-practice policies and implementation of building efficiency projects, with the goal of doubling the rate of energy efficiency improvement in the building sector by 2030.
ICLEI SEAS is the regional lead for all activities in Southeast Asia. The BEA process of engagement in a city includes support for:
• Assessing and prioritizing locally-appropriate policies and actions;
• Implementing actions, through matching needs with expertise, resources and tools;
• Tracking action and documenting progress, and sharing lessons learned
BEA engages cities through a menu of policy options and key actions based on needs, and activities the partnership can provide in each location. Cities prioritize policies and activities, and the partnership connects them to resources and engagement around those priorities.
To successfully transform local markets and improve building efficiency requires the alignment of policies and markets. BEA aims to remove barriers to this alignment and support engagement between stakeholders to scale up energy efficiency in new and existing buildings. In 2022, WRI renewed ICLEI SEAS’ role as regional lead, specifically tasked to deliver capacity-building webinars for Southeast Asian local governments and continuing engagement with BEA member cities and network. This task was implemented via the Zero Carbon Building Accelerator (ZCBA) project of BEA.
