What we are doing
Every year, ICLEI supports its members in seeking their best position and participation in the Global Climate Conference. Participation in international conferences and events requires intense preparation of priority themes, narratives, agenda building, events and bilateral meetings. However, in order for cities and states to justify and qualify their presence, achieving more concrete results, we also suggest an intense follow-up of the post-Conference proceedings. Bearing in mind the annual journey that governments go through to prepare for and absorb the results of these major global agendas, ICLEI South America proposes a project to curate this work with its members, with the intention of guiding, qualifying, exploring and optimizing the engagement of the region's subnational governments in the COPs.

What we are achieving
The agenda preparation assistance offered by ICLEI, available to all its members, is a strategic tool to maximize participation in COPs. This preparation includes meticulous organization of priority themes, effective narratives, and the coordination of agendas and meetings aimed at achieving concrete results. Additionally, ICLEI supports its members by facilitating their involvement in strategic spaces and enabling bilateral meetings that strengthen partnerships and drive public policies.
In 2024, at COP29 in Baku, ICLEI expanded its efforts, offering assistance to six subnational governments, including the states of Amapá, Rio Grande do Sul, and Piauí, the Brazil Verde Consortium, and the cities of Niterói and Porto Alegre. This support not only increases the visibility of members' actions but also ensures that their participation is strategically effective.
Post-COP follow-up is one of the key elements of the agenda preparation assistance. After the conference, ICLEI works with its members to transform the opportunities identified during the event into concrete actions. A strategic action plan is developed, considering the conference outcomes and opportunities for subnational governments. This includes technical support in building agendas, delegations’ accreditation, and determining the most suitable dates for members’ participation in future conferences.
