What we did
Given the forecasted consequences of climate change, which are expected to force an estimated 132 million more individuals into extreme poverty by 2030, there is a growing demand for enhanced mechanisms and financial instruments for effective disaster risk management to adapt and build resilience. This need is particularly critical for populations in Latin America and the Caribbean that are highly susceptible to climate-related disasters, and the evidence is increasing on how climate change and disasters affect men and women differently. Correspondingly, gender norms and power dynamics can affect how resources are distributed in the aftermath of a disaster, and this in turn has implications for gender-smart climate and disaster risk finance and insurance (CDRFI). Through a gender-responsive approach, resources can be distributed in a more fair and equitable manner, in addition to addressing the specific needs of women and other marginalized groups.
In line with this, the Urban Infrastructure Insurance Facility project (UIIF) seeks to implement gender-responsiveness into the project with the advisory support of the InsuResilience Centre of Excellence (CoE) for Gender-smart Solutions Technical Advisory Facility (TAF). The objective is to educate, inspire, and enable city officials into ultimately purchasing insurance solutions via UIIF that include gender dimensions.

How we tracked
Based on the recommendations report, there were suggestions related to updating technical documents, capacity-building efforts, and institutional processes on short-term (1-2 months) and medium-term (3-9 months) wins.
These were up to the project team to implement, but most of the short-term wins were completed by the third quarter of 2023, including the delivery of a virtual session, an in-person workshop, communication messaging, and updates to the project's technical documents to include gender responsiveness.

What we achieved
Through the advisory support of TAF, hosted by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Gender Advisor will provide advisory support and recommendations for the UIIF project and institutional mechanisms, highlighting strengths, gaps, and weaknesses. The outcome of this adivsory support will ultimately provide the project team with a tailored support package, which includes a series of calls, a gap analysis and recommendations report, individualised action plan tailored to the needs of the entity, documented implementation advice, and one virtual peer learning workshop.
Such advisory support will provide the project team with technical knowledge about implementing gender-responsiveness in project work, empowering ICLEI to further mainstream gender across other activities.
