What we did
Many local governments in the state of Pennsylvania do not have baseline measurements of their greenhouse gas (GHG) emissions nor the plans to act on that information. Pennsylvania is one of the highest GHG emissions emitting states and the impact of many local governments coming together to conduct climate action plans could have a significant impact on the state emissions. A group of Pennsylvania communities have come together to create their GHG Inventory, and a Climate Action Plan highlights regional collaboration.

What we achieved
The goal of this cohort was to assist local governments in PA to complete GHG inventories and climate action plans. We had a structured training series where communities would work together to conduct their GHG inventory first and then their climate action plans in the spring. There was also one-on-one assistance conducted as requested by communities.
ICLEI USA piloted its U.S. Community Protocol Dash methodology with this cohort. Dash intended to be a rapid assessment and allow communities to quickly assess community-wide greenhouse gas (GHG) emissions from energy use in buildings and from on-road transportation and move to the planning process.
