What we did
The European Bank for Reconstruction and Development (EBRD) is launching this assignment to support the City of Warsaw to improve its climate governance practices and through this assignment specifically support the City departments to prepare for climate proofing of future investments and support climate related disclosures.
Warsaw is part of the EBRD Green Cities programme and has completed its Green City & Climate Action Plan (GCCAP) was adopted by the City council on 20 April 2023. Warsaw has committed to report publicly to the Carbon Disclosure Project (CDP) platform, in line with the Task Force for Climate Related Disclosures (TCFD) recommendations.
Subsequently, City of Warsaw has expressed strong interest in enhancing its standards of internal governance, including in relation to sustainability, and is therefore well placed to pursue improvements in using climate-related information to support municipal stakeholders with short-term budgeting, long-term capital planning.
In this context, this project aims to support the City of Warsaw to enhance its climate governance, integrate climate change considerations into strategy, capital planning, budgetary decisions and operations. The assignment will support the City of Warsaw in the first phase of increasing awareness and engagement regarding climate proofing of infrastructure investments, and to develop and enhance data collection for assessing impacts.

How we tracked
There are 10 outputs for this project:
Inception Report: The report shall summarise the Consultant’s understanding of the Assignment and their proposed approach to the work, together with timeframes for implementation and the results of Task 1a and Task 3a. All key issues should be summarised in this report. The report shall include an annotated outline of the Final Report.
Establishing of the Working Group: Establishing of the Working Group and its first meeting. Working Group to include selected relevant departments and other stakeholders to enable management of climate-related risks, opportunities, actions and plans in relation to investment planning and preparation to participate in the piloting of climate proofing procedure.
Interim Report (to be integrated in the Final Report): Covering the procedure as well as guide prepared in Tasks 1-2. The report shall follow the proposed structure of the Final Report.
Workshop 1: A workshop will be held mid-Assignment to present the Interim Report to the City and EBRD, and seek feedback for the execution of Task 4
CCG Gap Analysis: Draft CCG Gap Analysis
Capacity building session: Capacity building session with City officers, as outlined in Task 2f
Full Disclosure Guidance: Guidance on how to address disclosure gaps in order to achieve 2023 full disclosure. Conference call with EBRD to provide feedback on deliverable.
Presentation slides: The presentation for Workshop 2 shall explain the Assignment, its core activities and the results.
Workshop 2: A second workshop will be held towards the end of the Assignment to present the final results to the City and EBRD.
Final Report: Presenting the final results of the Assignment, including the final disclosure package, in a full version of the final report. The main body of the Final Report shall not exceed 60-70 pages.

What we achieved
The project aims to support the City of Warsaw to enhance its climate governance, integrate climate change considerations into strategy, capital planning, budgetary decisions and operations. This is done through the following main objectives:
1. To build awareness and capacity within the City of Warsaw departments on climate risks and opportunities, as well as international best practice on climate action in relation to “climate proofing” of infrastructure projects and other procurement activities.
2. To undertake a review of existing selected City of Warsaw infrastructure project(s)’ exposure to key climate risks (transition risks and physical risks).
3. To support the City of Warsaw to integrate climate change considerations into strategy, capital planning, budgetary decisions, and operations.
4. To undertake a review of the City of Warsaw current climate strategies and practices against best practice (Task Force on Climate-Related Financial Disclosures (TCFD) and CDP1 recommendations).
5. To support the City of Warsaw in full disclosure preparation, in an appropriate publicly available climate reporting platform noting that the City of Warsaw has previously reported through the CDP-ICLEI Track.
ICLEI has primarily contributed to the first three objectives listed above, leading the work in Task 2 - Support the City with introducing climate proofing in the investment planning processes, developing a climate proofing guide for the City of Warsaw and conducting a technical workshop to present it; and in Task 3 - Setting grounds for future CCG Implementation Plan, developing a Corporate Climate Governance (TFCD) Gap Analysis and delivering a workshop on the topic.
