The UN calls on not only nations but also local governments to publish reports documenting their efforts and accomplishments along the journey toward achieving SDGs, known as Voluntary Local Review (VLR), an evaluation of the SDGs implementation voluntarily carried out by local governments. The international body also invites local entities to share their outcomes with the global community via the UN’s online platforms. The Framework Act on Sustainable Development, which came into effect in 2022, stipulates that each local government shall write and publish a local report
on sustainable development (hereinafter referred to as a local report) every two years, consolidating the results of sustainability evaluation.

What we achieved
ICLEI Korea has issued VLR GuideOn to encourage Korean local governments to write local reports in line with the international community’s effort and assist them in preparing VLRs and share them with the global community via a global online platform. VLR GuideOn is a guide for local governments to evaluate and report their implementation of the SDGs, covering all the information necessary to write VLRs and share it on global online platforms. Notably, the guide introduces the characteristics and best features of local governments’ reports on their SDG implementation reviews and VLRs, and explains the format and content of VLRs recommended by the UN.
VLR GuideOn will be a useful tool for local governments to take the lead in analyzing their regions’ sustainability and sharing the results with both the local and international communities so that they can incorporate sustainability into key local strategies and plans and implement them in a systemic and responsible manner.
