What we did
Through the Reflecting Cities project, ICLEI provided African cities with spaces for reflection to assist them in engaging with the complex urban planning challenges they identified. The project facilitated a number of exchanges to support urban planners (that involved representatives from national and local governments) in learning from the experiences of other cities, supported by experts. The project cities each identified a case study of a complex planning topic with which they were wrestling. The topics explored included waste management, greening and traffic management. Based on the technical skills required for each case study, the project provided opportunities to engage with and learn from experts in relevant fields while benefiting from inter-city learning.

How we tracked
- Increase in city officials’ understand and comfort with “wicked problems”, as well as their ability to address them;
- City officials will leave the process with roadmap of ideas, recommendations and steps for implementing the learnings;
- City officials will have an enhanced ability to reflect on and interrogate urban planning processes;
- City officials will have used innovative tools, concepts and processes for thinking about, and engaging with, complex urban environments; and
- All participants will have an improved and more holistic understanding of planning within complex environments.
