What we are doing
Southeast Asia is one of the most vulnerable regions to the effects of climate change, and according to the Asian Development Bank, the region’s economy could shrink by 11% by the
end of the century. Indonesia signed the Paris Agreement (PA) and is willing to become net zero by 20602. Despite recent progress, the country still lacks strategies to implement the goals of the Agreement. The proposed technical assistance will provide support for the whole consortium led by Perspectives Climate Research GmbH (PCR) and consisting of ICLEI - Local Governments for Sustainability, Indonesia (ICLEI Indonesia) and Thailand Greenhouse Gas Management Organization (TGO) in the development of an urban Article 6 pilot. The technical assistance provided by ICLEI WS will be based on its best practice and experience in Southeast Asia, with a focus on key Indonesian stakeholders and other international actors who play a critical role in the planning and implementation of climate mitigation and adaptation measures at the local level.

Outcome indicator O.1:
Increased level of awareness of city administrations of the opportunities & requirements of urban Art. 6 concepts.

The developed Art. 6 pilots have been presented to 10 potential international donors/ITMO buyers, and 3 show interest in the developed Art. 6 pilots

What we are achieving
Through this initiative, ICLEI aims to to assist local and central governments in Indonesia in the development of an urban Article 6 pilot, as well as serve as a model to internalize Article 6 within national processes in Indonesia and promote integrated approaches through voluntary cooperation across all levels of government in order to implement their NDC.
The main goals are:
- Identify urban GHG-emission reduction potential suitable for Art. 6 in selected cities in Indonesia, based on emissions profiles of these cities
- Identify and conceptualise two Art. 6 pilots
- Support implementation of these two pilot concepts under Article 6.4. in Yogyakarta by attracting international donors to co-fund the pilots
- Raise awareness about the potential of Article 6 to leverage climate finance in Indonesia
- Build and develop capacity to implement further Article 6 activities – or expand regionally - in Indonesia
