What we did
As countries are expected to update their greenhouse gas reduction targets in 2025 under the Paris Agreement, there is a growing demand to raise awareness about the role and responsibility of local governments as key players in achieving global climate goals, and to promote the implementation of local and regional climate actions.
The summit focuses on five key themes: science-based solutions, citizen participation, climate economy, inclusiveness, and harmony with nature. By sharing leading examples and innovative technological solutions regarding each theme, the summit creates a discussion space on how to achieve a Science-based Green Transition for All, driving efforts for local governments to overcome the climate crisis.
Furthermore, with local governments declaring the commitment to collective action at the end of the summit, we convey the message that the world should contribute to a ‘Green Transition for All’ through the implementation of the Paris Agreement, which will be outlined within the joint declaration to be presented at UNFCCC COP30 in Belém.

How we tracked
- Pre-registration numbers: 1602 individuals from 44 countries.
- Official participant statistics: 1577 individuals from 82 local governments from 29 countries; 30 mayors, 11 deputy mayors.
- 107 speakers in total for three (3) plenary, 11 thematic, two (2) special sessions, and two (2) side events hosted by the Urban Transition Mission Centre (UTMC) and Office of Government Policy Coordination of Korea, respectively.
- Joint Declaration drafted to be presented at the UNFCCC COP30.
- Held the ICLEI Global Executive Committee (GexCom) meeting on 14 April.

What we achieved
ICLEI — Local Governments for Sustainability, in partnership with Gyeonggi Province, hosts the World Local Government Climate Summit.
ICLEI coordinates with Gyeonggi Province and ICLEI member cities to come together in Goyang Special City. ICLEI Korea office leads session planning, and organisation with Korean and overseas local governments and speakers.
The Summit highlights the importance of local leadership, and the need for multilevel partnership in achieving a “science-based green transition for all” throughout the keynote speeches, plenary sessions, high-level thematic sessions, and side events.
