Cities at the center of the circular economy transition

ICLEI supports local and regional governments in advancing the circular economy through tools, guidance and global platforms that turn principles into action. Through ICLEI Circulars and local partnerships, cities are cutting waste, saving resources and building resilient economies.

As Global Plastics Treaty negotiations (INC-5.3) continue in 2026, ICLEI and its partners are pushing—via the Local and Subnational Governments Coalition to End Plastic Pollution—for stronger recognition, resources and decision-making power for cities and regions, where implementation happens.

Malmö, Sweden

An ICLEI Member since 1998, the city was the first in Sweden to publicly commit to implementing the SDGs, integrating all goals into its governance and management systems.

Under the leadership of Mayor Katrin Stjernfeldt Jammeh, who currently serves as ICLEI President, the city hosted the ICLEI World Congress in 2022 and, together with ICLEI, launched the Malmö Commitment—placing social equity at the heart of all sustainability policies and inspiring 20 additional cities to join the journey.
