Sustainable energy
ICLEI empowers local and regional governments to lead the transition to sustainable, inclusive, and climate-neutral energy systems. We support cities in scaling renewables, improving efficiency, and integrating clean energy into development plans, all while aligning with SDGs and NDCs.
Through capacity building, policy guidance, and technical support, we help local governments reduce emissions, expand energy access, and tackle energy poverty with practical, community-driven solutions.

Kaohsiung, Chinese Taipei
An ICLEI Member since 2006, Kaohsiung City is the leading industrial and port hub located on the island of Taiwan. Committed to ambitious climate goals, the city aims to cut CO₂ emissions by 80% by 2050. Kaohsiung launched the first Net-Zero Industrial Alliances, supporting industrial cities in reducing emissions by leveraging larger enterprises to aid smaller ones. It also enacted the Net-Zero Development Ordinance, mandating net-zero emissions by 2050, and founded the Net-Zero Institute to develop expertise in green technology.
Building on its success with the EcoMobility Alliance, a network of 30 cities advancing sustainable mobility, Kaohsiung introduced the Kaohsiung-ICLEI Climate Neutral and Smart Cities Community of Practice in 2024. This initiative aims to be a hub for knowledge sharing and exchange on critical climate neutrality issues, particularly across cities in East Asia and the Asia Pacific.
