Zero emissions pathway

ICLEI drives change along five interconnected pathways that cut across sectors and jurisdictional boundaries. This design enables local and regional governments to develop solutions in a holistic and integrated way, creating change across entire urban systems.

The zero emission development pathway curbs climate change, creates new economic opportunities and improves the health of people and natural systems. Zero emission development reduces pollutants and emissions, aims to achieve climate neutrality, and promotes renewable energy by divesting from fossil fuels and using nature-based solutions. Successful low emission development promotes sustainable passenger and freight mobility, giving priority to walking, cycling, public transit and shared mobility as part of people-centered solutions

ICLEI's work on just transition

The world urgently needs a comprehensive, equitable transition from fossil fuels to sustainable energy to achieve climate and sustainability goals. At the core of ICLEI’s vision for a just transition is the leadership of cities, towns, and regions, which are pivotal for fostering inclusive policies, community empowerment, and sustainable development practices. From phasing out fossil fuels to commiting to 100% renewable energy, this just transition encompasses affordable, clean energy access, climate-neutral infrastructure, sustainable mobility, and circular economy practices that benefit both people and the planet.

Kaohsiung, Chinese Taipei

Situated in the island of Taiwan, Kaohsiung City has been an ICLEI Member since 2006 and is home to the ICLEI Kaohsiung Capacity Center. Industrial hub home to 2.77 million residents, the city has faced significant challenges due to high industrial greenhouse gas emissions, accounting for 82% of its emissions. In response, Kaohsiung has adopted a comprehensive climate strategy, including short-term and long-term mitigation goals to reduce CO2 emissions by 30% by 2020 and 80% by 2050, based on its 2005 GHG baseline. These efforts are supported by adaptation mapping and assessments to address vulnerabilities related to ecological, cultural, and resource challenges.

Through initiatives such as the EcoMobility World Festival, Kaohsiung and ICLEI have worked collaboratively to promote sustainable urban mobility and resilience as part of their commitment to a sustainable urban future.
