Cities and regions at the heart of the Paris Agreement’s implementation phase
Each year in June, Bonn, Germany, becomes the focal point of global climate negotiations with the UNFCCC’s Bonn Climate Talks —formally the sessions of the UNFCCC Subsidiary Bodies (SBs)—marking the mid-year checkpoint on the road to the annual COP.
With more than 7,000 national delegates and civil society representatives expected, SB64 (8–18 June) will address a wide range of issues, from mitigation and adaptation to finance, technology, and capacity-building, while preparing decisions for adoption at UNFCCC COP31 in Antalya, Türkiye, this November.
SB64 arrives at a critical moment. Following COP30, national climate plans are in place. The challenge now is turning those commitments into real-world implementation. For local and regional governments, Belém delivered mixed results. Recognition advanced, but the mandated framework that would formally place subnationals at the heart of climate implementation did not materialize.
At this high-level space, ICLEI is committed to bring the message that cities, towns, states and regions must be at the heart of the Paris Agreement’s implementation phase—into NDC implementation and investment plans.
ICLEI's focus areas for action
The COP31 Presidency’s Action Agenda has identified ten priority areas. ICLEI is responding to some of these priorities for SB64 consultations, and to inform the Action Agenda through the following key priorities:
- Accelerate the transition away from fossil fuels.
- Scale sustainable electrification for all.
- Advance zero waste solutions.
- Invest in climate-resilient cities and communities.
- Protect oceans and strengthen coastal resilience.
LGMA Constituency: The voice of local and subnational governments in the climate negotiation process
ICLEI, in its role as focal point organization of the Local Governments and Municipal Authorities (LGMA) Constituency, is actively facilitating subnational government engagement in the formal negotiation tracks of SB64. A delegation of local and regional leaders will contribute perspectives and recommendations to strengthen implementation, governance, and accountability mechanisms ahead of COP31, with particular focus on just transition, climate finance, multilevel governance, and fossil fuel transition.

Daring Cities 2026 Bonn Dialogues
Held alongside SB64 from 10–12 June, the Daring Cities 2026 Bonn Dialogues bring together local and regional leaders, national governments, and global partners to engage directly with the policy processes and implementation challenges being discussed in the negotiating rooms.
This year’s Dialogues are organized around the defining challenges of the post-COP30 moment: Advancing NDC 3.0 implementation through multilevel action; building momentum ahead of the IPCC Special Report on Climate Change and Cities, expected in 2027; and strengthening the finance, partnerships and governance needed to scale what is already working.

Daring Cities 2026 Bonn Dialogues highlighted how climate finance must evolve for cities to deliver on their commitments.
The urban component is increasingly reflected in national climate plans. The challenge now is turning those commitments into action. At the Bonn Climate Talks, ICLEI and UN-Habitat hosted a session exploring what local and regional governments need to deliver climate action at scale.
The climate community has spent years building ambition. The next phase is about delivery. The challenge is building the conditions that allow climate action to scale.
On 10 June, the LGMA press conference convened subnational leaders from Malmö, Quebec, Minas Gerais, and Los Angeles County showcased how electrification is already delivering energy security and emissions reductions on the ground.
At the SB64, ICLEI showcased practical tools and real-world examples that are helping bridge the gap between young climate leaders and local governments.
Seventh annual edition brings together all levels of government to turn climate commitments into delivery in the lead-up to COP31.
