The LGMA COP30 Joint Position is open for networks of local and other subnational governments to endorse the position until 28 October.
The Local Governments and Municipal Authorities (LGMA) Constituency—the official voice for local and subnational governments within UN Climate Change—has united around five messages for climate negotiators at COP30 in Belém, Brazil.
As implementation partners to the Paris Agreement, local and other subnational governments, represented by the LGMA Constituency, have issued a COP30 Joint Position to unlock multilevel climate implementation.
At the heart of the call is a shift from negotiation to delivery: Empowering local and other subnational governments as vital partners in climate action, aligning with the spirit of the Global Mutirão.
The Joint Position outlines five core messages:
- Work towards a formal UNFCCC work program on multilevel and urbanization
- Better alignment of adaptation indicators with local needs
- Recognition of subnational roles in just transitions
- Localized access to climate finance
- Connect multilevel climate governance to the UN80 reforms.
“Cities and regions of the world are once again united through their networks in bringing their bold calls to energize global climate negotiations. COP30 in Belém must leave an ambitious and innovative legacy so that multilevel collaboration and urbanization are recognized as an indispensable power for just, ambitious, and holistic climate action,” says Yunus Arikan, ICLEI Director of Global Advocacy and LGMA Focal Point.
The Position will be supported by guidance documents for the Parties that translate the messages into negotiations or outcomes language.
