The state of Rio Grande do Sul has launched a new local resource related to adaptation to climate change: the Climate Roadmap for the state. Marjorie Kauffmann, Secretary for the Environment and Infrastructure of Rio Grande do Sul and ICLEI Vice President, spoke about the platform, which will play a key role in state public policies for the world authorities present. The launch took place during the General Assembly of the Under2 coalition, on 14 November in Baku, Azerbaijan, alongside COP29.
The Climate Roadmap project focuses on the municipalities of Rio Grande do Sul, which will have the mission of collaborating with the platform by answering a questionnaire sent to each Municipal Climate Change Commission. The data received is automatically entered into a system that will map the actions already taking place at local level.
“Launching the Climate Roadmap here, during the Climate Conference (COP29), for this audience, was a strategic choice to make the world aware of this important delivery from the state of Rio Grande do Sul. The project integrates the 497 municipalities of Rio Grande do Sul to achieve the climate goals together, from adaptation to resilience with the involvement of all levels of governance. The project was recognized by Under2, this important institution, which financed part of the platform,” said Secretary Kauffmann.
The Climate Roadmap project was one of those selected by the Advisory Board of the Future Fund, linked to Under2, to receive international funding. The platform was developed along eight axes: administrative, governance, greenhouse gas (GHG) inventory, risk and vulnerability analysis, climate action plan, education for sustainability, normative acts, and programs and projects. The development took approximately six months.
“Our state has also been strongly affected by climate change with major floods this and last year, so the Roadmap shows an up-to-date picture of what the municipalities are planning and how prepared they are for all these events that have occurred worldwide, but more strongly in southern Brazil,” explained Secretary Kauffmann.
The Under2 coalition, with its administrative headquarters in London, UK, is a global organization run by the Climate Group. Rio Grande do Sul has been part of the coalition since 2022, when Governor Eduardo Leite signed the Global Climate Leadership Memorandum of Understanding. The institution allocates resources to climate change mitigation and adaptation projects in developing countries.
