Building on multiple successful COP pavilions, ICLEI – Local Governments for Sustainability, in its role as the focal point of the Local Governments and Municipal Authorities (LGMA) Constituency, and the United Nations Human Settlements Programme (UN-Habitat) are co-convening the Cities & Regions Hub in the Blue Zone at COP30. The Hub is hosted by the Ministry of Cities of Brazil.
On 4 November in Rio de Janeiro, alongside the Local Leaders Forum, the Hub was officially launched as the global stage at COP30 for cities, towns, regions, and other subnationals as climate action leaders.
The Cities & Regions Hub is supported by our partners, ABRAINC, Bloomberg Philanthropies, Consórcio Nordeste, Italian Ministry for the Environment, GIZ Brazil, Türkiye Ministry of Environment, Urbanization and Climate Change, İLBANK, Zero Waste Foundation, ABCON, NTU, and ANPTrilhos.
The Cities & Regions Hub is the home for multilevel climate action, a space where mayors, governors, ministers, negotiators, civil society, and experts come together to connect local realities with global negotiations. It will provide a link between subnational representatives and the negotiation process and vice versa, seeking to bring local priorities to the Blue Zone and the important work of subnational governments into the negotiations.
Aligned with the COP30 Presidency’s Mutirão call for collective action, the Hub will be part of the first Neighbourhood of the Mutirão for Cities, Water and Infrastructure. This interconnected neighbourhood of four pavilions places cities, infrastructure, buildings, cooling, and water at the center of climate discussions. Inspired by the Brazilian tradition of mutirão, a priority of the COP30 Presidency, the neighborhood reflects how local action, solidarity, and shared effort can drive systemic transformation for inclusive climate action.
The Neighbourhood also features:
- Buildings & Cooling Pavilion – coordinated by the Global Alliance for Buildings and Construction (GlobalABC) and the Cool Coalition, both led by the UN Environment Programme
- Disaster Resilient Infrastructure Pavilion – coordinated by the Coalition for Disaster Resilient Infrastructure
- Water for Climate Pavilion – a global coalition led by the Stockholm International Water Institute
Open during the entire COP30 program, from 11–21 November, the Hub will be hosted within the Blue Zone at COP30, where the urban climate agenda has a strong narrative through the two-week programming, with the COP30 Presidency holding key events, including the Ministerial Meeting(s) on Urbanization and Climate Change on 11 November.
This inclusive platform will bring together cities, towns, regions, and representatives from the Local Governments and Municipal Authorities (LGMA) Constituency organizations, as well as individuals and groups dedicated to supporting local and subnational actors in playing more substantial roles in achieving the goals of the Paris Agreement.
