2026 is a Rio Conventions’ “super year.” UNCCD COP17 (Ulaanbaatar, Mongolia), CBD COP17 (Yerevan, Armenia) and UNFCCC COP31 (Antalya, Türkiye) convene within months of one another. This is an important opportunity to strengthen coherence for territorial implementation. Especially, cities and subnational governments make daily decisions that simultaneously shape emissions, biodiversity, land use, infrastructure, public health, disaster risk, water security and economic development. For local and subnational governments there are no separate climate, biodiversity or land agendas, only the reality of managing interconnected systems on a territorial scale. Coherence is therefore an implementation imperative, sharpened by tightening public budgets and rising demands on local institutions.
This webinar bridges the outcomes of UNCCD COP17 and CBD COP17 into the COP31 Action Agenda. It adds to the discussion from why synergy is needed to how it can be achieved. ICLEI’s position on the Rio Synergies, launched at the Mayor’s Forum at UNCCD COP17, calls for integrated implementation across the three Rio Conventions and for local and regional governments to be recognised, empowered and adequately resourced as essential implementation partners in all three processes
