The '2018 Global Climate Risk Index', published by the international organization Germanwatch, ranks Chinese Taipei at seventh in the world. At the same time, the island's international carbon reduction rating 'climate change performance indicators' failed to achieve the carbon reduction and renewable energy goals. As a result, it is urgent for Chinese Taipei to carry out more ambitious policies in order to tackle the multiple issues. Cities and local governments in Chinese Taipei are at the frontier of energy conservation and carbon reduction. They have been actively performing under the framework of with the national policies for several years. In recent years, the phenomenon of declining marginal effects has gradually emerged in these current schemes. The national government has announced the goals in 2017 of the 2020 carbon reduction targets (2% lower than 2005 level), which has pushed cities to seize for more innovative ideas and international experience in terms of structure and localization.
