ICLEI – Local Governments for Sustainability
ICLEI – Local Governments for Sustainability (known as ICLEI) is a global network working with more than 2500 local and regional governments committed to sustainable urban development. Active in 125+ countries, we influence sustainability policy and drive local action for zero emission, nature-based, equitable, resilient and circular development. Our Members and team of experts work together through peer exchange, partnerships and capacity building to create systemic change for urban sustainability.

Izmir, Türkyie
As Türkiye’s third-largest city, Izmir is stepping up to meet the climate crisis with bold action and strong partnerships. ICLEI Member since 2019, the Izmir Metropolitan Municipality is advancing sustainability through plans like its Sustainable Energy and Climate Action Plan (SECAP) and Green City Action Plan (GCAP). Facing growing risks from flooding, extreme heat, and rising sea levels, Izmir has been the first city in Türkiye to launch a community-focused resilience initiative under the Z Zurich Foundation’s Urban Climate Resilience Program, in partnership with ICLEI.

Takeharu Yamanaka, Mayor of Yokohama, Japan
Dr. Takeharu Yamanaka has served as Mayor of Yokohama since 2021 and currently sits on ICLEI’s Global Executive Committee (GexCom) as the Circular Development Portfolio holder. Under his leadership, Yokohama became the first signatory to the Asian Circular Cities Declaration, a new regional initiative launched in November 2025 to accelerate the transition toward circular cities across Asia.
Prior to his tenure as Mayor, he served as Dean of the Graduate School of Data Science and Professor of Biostatistics at Yokohama City University. He is a member of the OECD Champion Mayors for Inclusive Growth initiative, where he advances Yokohama’s leadership in climate action and sustainable urban development toward net-zero emissions.
