What we are doing
Since 30 years, ICLEI has been promoting and supporting local & regional governments (LRGs) worldwide to accelerate local climate action, by (a) mobilising political commitment, (b) guiding the definition and implementation of strategies and plans through methodological process support, (c) supporting implementation and (d) access to finance; also by (e) ensuring transparent reporting and (f) representing LRGs and their territories at UN level. The primary focus in this project is on the ICLEI network of member & network cities, towns & regions in in the global South, the secondary target group is ICLEI network in the rest of the world.
The climate emergency needs accelerated local action. Scientific experts from the IPCC and IPBES state that 1.5 degrees Celsius (°C) global warming will already be reached by the 2030s. The anticipated impacts are extensive, dangerous and disastrous. With a 2°C we expect a ten-fold impact. Urgent climate action is needed, while planning and implementing a just transition to a new future that will help achieve other global goals such as eradicating hunger and ensuring good health, access to sustainable energy and employment.
ICLEI understands the urgency of action, and addresses local and regional governments – calling on accelerated action by 2030, and progressing towards climate neutrality.

How we are tracking
Two expected high level outcomes are:
i) Informing a Climate COP decision with input from Daring Cities, addressing the climate emergency and just transition.
ii) Well-informed local and regional governments (LRGs) from the Global South in ICLEI's network on how to embed the just transition into their local climate planning and action.

What we are achieving
This project aims to support the global climate work and coordination of ICLEI- Local Governments for Sustainability. e.V. (referred to as “ICLEI” or ICLEI World Secretariat / ICLEI WS) in its mandate to address sustainable urban development and the climate emergency, embracing the just transition as a central concept in climate action.
The action-oriented approach will be implemented through activities aligned with and fitting to the Decade of Sustainability Action, firstly through three Daring Cities Forums (between 2023 and 2025) that address the climate emergency and secondly through climate-related activities addressing the just transition as part of ICLEI’s support to Nationally Determined Contributions (NDCs) to progress efficiently and inclusively towards climate neutrality - addressing the topics of climate change mitigation, adaptation and resilience; access to finance; reporting to track progress; and informed decision-making.
Two corresponding work packages (WPs) cluster activities:
WP 1: ICLEI’s Daring Cities Forums 2023, 2024, and 2025 addressing themes relevant to the climate emergency
WP 2: Just Transition and NDC support
All activities will address increasing awareness, information flow, knowledge generation and sharing, as well as capacity building of LRGs in the global South through virtual events and learning, making available guidance, methodologies and tools.
