What we did

Local and regional governments are in the front line of climate action, and eager to scale up planning and action. In spite of the significant strides that have been made in recent years regarding the availability of climate finance for local projects, accessibility to finance remains limited as it relates to the wide range of priority projects identified by local and regional governments. Meanwhile project preparation facility providers, financial institutions and investors struggle to find projects. Project design, starting with defining the scope of the project, the objectives and the expected income, embedding these in the local/national and international context, and present these in a way that attracts the interest of potential financial partners is a challenge and requires assistance. Even if local and regional governments manage to overcome these barriers and have a robust concept, they have difficulties to map the opportunities, and need support to present and pitch their project idea. Through ICLEI´s Transformative Actions Program (TAP) the goal of this project was to give tailor-made assistance for projects in the Latin America and Caribbean region and guide them in project design, giving them feedback and advice for improvement of their project idea as well as to provide support with project pitching and connect them with financial/technical partners.

What we achieved

The project offers a comprehensive support and a replicable approach that could be applied globally to assist local and regional governments to develop robust and transformative projects, and to help them to navigate in the complex world of technical and financial options, meet potential partners, and so contributing to close the above described gap between supply and demand. The project had three components: I. Project screening: • Check the completeness of the application form and eligibility of projects • Evaluate the transformative impact II. Support for further improvement of project concepts III. Marketplace/ Connect TAP projects to potential partners
