What we did
Since Chinese President Xi Jinping announced the 2030 and 2060 carbon peaking and neutrality goals, Chinese subnational governments and industries are geared towards preparing the implementation plans and strategies to transition and shift. In October 2020, the Chinese government first proposed the goal of building a resilient city at the Fifth Plenary Session of the 19th Central Committee. In addition, the newly issued 2035 National Adaptation Strategy to Combat Climate Change, published by 17 ministries connected with economics and the environment, establishes the focus for the next phase of China’s climate adaptation policies. Compared to the 2013 National Adaptation Strategy to Combat Climate Change, the updated strategy gives more prominence to climate change monitoring, early warning, and risk management, and proposed initiatives to improve climate change observation networks, enhanced climate change impact and risk assessment, and strengthened comprehensive disaster prevention and mitigation. In order to further strengthen Chinese local governments’ capacity on climate actions, ICLEI East Asia Secretariat cooperated with the Global Covenant of Mayors (GCoM) Asia Project to provide capacity building on development and implementation of the city climate action plan. Through the support provided, the EU funded GCoM Asia Project contributed to encourage holistic climate action at the city level and help to build climate resilient cities as suggested by the IPCC.
