					Despite being on the frontlines of climate impacts and responsible for a significant share of emissions, local and subnational governments have long been overlooked in international climate negotiations. Global climate frameworks have historically focused on national-level commitments, leaving a gap in coordination, implementation, and accountability at the local level, where much of climate action actually happens.

		What we are achieving
					Through the LGMA constituency, coordinated by ICLEI since 1995, local and subnational governments are now formally represented in the UNFCCC process. The LGMA advocates for multilevel governance, supports cities and regions in contributing to national climate plans (NDCs), and creates platforms like the Talanoa Dialogues, CHAMP, and Town-Hall COPs to ensure that local voices inform, shape, and deliver global climate action.
