What we are doing
Although many developing countries have completed two or more national GHG inventories as part of their national communications, these are often produced on a project basis with a time lag from several years to nearly a decade between reports, creating challenges in building the long-term institutional capabilities, systems, procedures, and/or processes required for more frequent reporting. Additionally, regional breakdowns in national inventories do not necessarily provide the level of detail needed for effective regional mitigation strategies, warranting the need for region wide GHG inventories. A robust understanding of the region-wide emissions profile through a detailed GHG inventory allows states and regions to deliver and improve upon their mitigation strategies, targets and actions. Additionally, regional GHG inventories allow local policy makers to understand emission sources, drivers and trends at a finer level of detail to take advantage of the local circumstances – such as governance structures and models of ownership – for enhanced and comprehensive design of mitigation measures.

How we are tracking
Number of in-country multi-governance policy and strategy dialogues between 4 national governments, state and regional governments and selected local govern- ments to discuss existing mechanisms and approaches to identify opportunities for improvement for enhanced vertical integration organised by the end of 2019.
Number of guidance documents on vertical integration of MRV systems including specific recommendations for the target states and regions developed by October 2020, to support vertically integrated climate action in the four (4) countries.

What we are achieving
This project will support regional governments with existing GHG reduction targets to achieve their targets, and for the ones without targets, the project will help governments to set and achieve them through the improved capacity to track GHG emission levels in detail – as well as the impacts of mitigation actions. ICLEI is supporting in the development of multi- governance policy and strategy dialogues. By supporting state and regional MRV systems and aligning them with their national counterparts, this project will promote the uptake of the 2006 IPCC Guidelines for National Greenhouse Gas Inventories (and their 2019 refinement) across states and regions globally with several subsequent benefits such as the increased consistency between different levels of governments, enhanced links between regional data sup- pliers and national data compilers and further identification of large and additional emission reduction opportunities.
