Guiding the climate work of the ICLEI network

A global knowledge hub anchored in local realities

The carbonn Climate Center, hosted by the ICLEI World Secretariat in Bonn, Germany, is the engine of technical excellence and connectivity behind ICLEI’s global climate work.

We offer integrated, real-world solutions that support local and regional governments, regardless of size, geography, or capacity, at every stage of their climate journey. From carbon accounting to clean energy planning, from climate finance to urban innovation, we turn knowledge into local impact. With over 600 expert staff across 24 offices worldwide, we have the passion and expertise to make it easier for local leaders to improve quality of life, safeguard livelihoods, and prepare and address the challenges and opportunities they are facing today and in the future.

Getting to climate neutrality

Our global offering

Rooted in ICLEI’s GreenClimateCities (GCC) Program, we offer local and regional governments a proven process methodology, tested by the cities engaged in the Urban-LEDS project, for walking step-by-step towards climate neutrality, based on our Climate Neutrality Framework.

The carbonn Climate Center brings together science, practice, and policy to help urban leaders:

  • Understand their climate reality through analysis, assessments, inventories, monitoring, and reporting through CDP-ICLEI Track.
  • Identify practical solutions through access to ICLEI’s tools and methodologies and case studies including ClearPath, HEAT+, and CURB.
  • Mobilize finance and partnerships through support with pipeline-ready project development and access to climate finance through the Transformative Actions Program (TAP).
  • Advocate for local leadership globally through representation in key platforms like the UNFCCC, the NDC Partnership, and the IPCC process.

Whether you’re looking to strengthen public transport, protect against heatwaves, expand clean energy, or grow good jobs, we help you chart a course that’s grounded, achievable, and focused on what matters most: people’s daily lives.

We work with cities, towns and regions of every size and context

Whether you’re a small town with limited staff or a major metro navigating multiple agendas, we meet you where you are with flexible support that respects your pace, priorities, and political reality.

We work with:

  • Local and regional governments across all continents
  • National governments looking to unlock community-level impact
  • Financing institutions and donors seeking investable projects
  • Private sector and NGOs ready to innovate for shared value
  • Global climate and development coalitions that need on-the-ground insight

What's next: SB62 in Bonn

  • The Bonn Climate Talks From 15–27 June 2025, the carbonn Climate Center is on the ground at UNFCCC SB62 in Bonn, Germany, working alongside local, regional, and national actors to ensure subnational priorities are embedded in global climate processes.
  • Key messages for SB62 This year, we’re focused on three key goals: 1) Elevating the role of local governments in shaping Nationally Determined Contributions (NDCs) and global stocktake conversations. 2) Advocating for robust finance mechanisms that flow directly to community-level projects. 3) Strengthening multi-level governance pathways that connect climate ambition to tangible outcomes like healthier neighborhoods, cleaner infrastructure, and inclusive economic opportunity.
  • COP30 on the horizon As momentum builds toward COP30 in Belém, Brazil, SB62 represents a critical moment to translate commitments into collaboration, and to align national ambition with the lived realities and proven solutions of cities, towns, and regions around the world.
