Since the last decade, Mongolia has been consistently pushing toward low carbon economic growth. In its updated Nationally Determined Contribution (NDC) submitted to UNFCCC in 2020, The country has raised its ambition for climate action with a new goal to mitigate total greenhouse gas (GHG) emissions by 22.7% by 2030, as compared to the BAU scenario for 2010, with a specific plan to achieve the target through the augmentation of its building and energy sector.

This case study was developed by the Asia LEDS Partnership and the ICLEI East Asia Secretariat, with support from the Global Green Growth Institute (GGGI). It highlights the outcomes of Ulaanbaatar’s actions on Energy Efficient and Thermo-Technical Retrofitting, the challenges towards mobilization of resources for the implementation, and the major lessons learned.
