Located in southwestern Taiwan, Kaohsiung City is Taiwan's primary industrial city. It is home to 2.77 million inhabitants and a dynamic surrounding environment ranging from mountains and forests to scenic waterfronts, making it a thriving tourist locale. Industry has played a significant role in Kaohsiung's economic development. The high levels of industrial greenhouse emissions (82%) and pollutants pose major challenges for the City, which has taken measures to transform Kaohsiung into an Innovative Climate City. Kaohsiung has set both short-term and long-term goals including multi-sectoral mitigation to reach a CO2 reduction of 30% by 2020 and 80% by 2050, compared to its 2005 GHG baseline. Simultaneously the City continues to undergo adaptation mapping and assessment and fee collection to address ecological, cultural, resource or disaster related vulnerability areas.
