Porto Alegre is the center of the fourth largest metropolitan area in Brazil and one of the foremost cultural, economic and political centers of the country. Porto Alegre uses an integrated urban management approach that is greatly focused on citizen involvement. The City administration first introduced the concept of participatory budget in the 1980s. Porto Alegre has been hosting the World Social Forum since 2001.
