In the weeks leading up to 30 November, more than 25 cities and regions are set to host local climate stocktakes. These events will transform their city halls and regional parliaments into mini-COP venues and serve as local-level contributions to the first global Global Stocktake, led by the United Nations Framework Convention on Climate Change, which is scheduled to conclude at COP28 in Dubai, United Arab Emirates.
Thirteen out of these 25 cities will receive funding to support this process, thanks to the Global South Fund provided by ICLEI in its capacity as the Focal Point of the Local Governments and Municipal Authorities (LGMA) Constituency, with support from Bloomberg Philanthropies.
To enable broader participation, the LGMA Constituency also issued a call to financially support cities and regions in the Global South hosting their stocktakes.

Under the #Stocktake4ClimateEmergency banner, this effort brings an essential local viewpoint to the broader UNFCCC Global Stocktake exercise. It offers a platform for government authorities and their communities to appraise their local climate goals, align with their country’s national climate plan (otherwise referred to as Nationally Determined Contribution), and the state of climate justice within their community. When the Paris Agreement’s “Global Stocktake”—a process mandated every 5 years to assess the agreement’s progress— kicked-off in 2022, the LGMA constituency advocated that this process should also receive inputs from the local, national, and international levels.
ICLEI invites all local and regional leaders to take ownership of the Paris Agreement and ground-truth the climate emergency in your community. The LGMA has made available a host of resources to help cities, towns and regions host #Stocktake4ClimateEmergency events with a focus on local commitments, NDC integration, and climate justice.
