On 8 October, ICLEI joined global mobility champions in signing the Hamburg Charter for Just and Inclusive Mobility at the first Hamburg Sustainability Conference. The Charter asserts mobility as a fundamental human right and bases the mobility transition on fairness, inclusivity, dignity, safety, and sustainability for all citizens.
ICLEI President Katrin Stjernfeldt Jammeh, Mayor of Malmö, Sweden, signed the Charter on behalf of ICLEI, stating: “I am pleased that the Hamburg Charter for Inclusive and Just Mobility, which has been processed with several international authorities and organizations, focuses on both the environment, equality, accessibility, and good conditions for those who work in the industry.”
Tu My Tran, ICLEI Head of Sustainable Mobility, emphasized: “Aligned with ICLEI’s zero emission and equitable development pathways, the Charter serves as a reference document for a just transition in the global transportation sector which currently accounts for 23% of the global CO2 emissions. The Charter also stresses that a policy and technological shift away from fossil fuels is impossible without an inclusive and just transition.”
Signed by more than 20 organizations worldwide, the Charter has been spearheaded by TUMI – Transformative Urban Mobility Initiative, supported by the German Ministry of Economic Cooperation and Development and implemented by GIZ.
The Charter promotes equitable and sustainable mobility, climate protection, and resource efficiency, fostering dialogue among stakeholders to drive transition efforts and inspire policymakers worldwide. It emphasizes that the shift to low-carbon transport systems must prioritize inclusion, ensuring no one is left behind, regardless of age, gender, ethnicity, or abilities.
The Charter is grounded on eight key principles: equitable and climate-friendly access to opportunities, inclusivity in transport, fair and dignified jobs, climate-friendly mobility industries and businesses, accessible and climate-resilient infrastructure, empowered and integrated public transport, promotion of electric mobility, and data, transparency, and planning.
