Ten out of fifteen city mayors in the Advisory Group on Local and Regional Governments are ICLEI Members, including ICLEI Global Executive Committee Member and Makati City’s Mayor, Abigail Binay from the Philippines.
Recently created by the UN Secretary-General, António Guterres, the Advisory Group on Local and Regional Governments will advise on strategic matters related to multilevel action and the role of cities and regions in crisis recovery and advancing international agreements and standards. These range from sustainable development to gender and social equality to climate action, the new urban agenda, and human rights. The establishment of such a body is considered as one of the concrete implementations of ICLEI’s blueprint to enhance the United Nations collaboration with local and regional governments.
Along with leaders from five countries – including Colombia, India, Nigeria, the Philippines, and Spain – the selected group of experts encompasses fifteen representatives of local and regional governments, nominated by the Global Taskforce of Local and Regional Governments, where ICLEI is a founding partner.
ICLEI Global Executive Committee Member for South Asia Region and Makati City’s Mayor, Abigail Binay was appointed to the group. In accepting the role, Mayor Makati said that the Makati city government understands that the majority of SDG targets cannot be met without the active participation of local and regional governments. “We are not just contributors, we are catalysts,” she stated.
Other ICLEI leaders on the list include Valérie Plante, Mayor of Montreal, ICLEI’s Global Ambassador on Local Biodiversity, and Sharon Dijksma, Mayor of Utrecht and ICLEI’s Special Envoy for UNFCCC COP27 Ministerials.

The Advisory Group is expected to make strategic recommendations by September 2024’s Summit of the Future and consult with UN-led platforms that encourage local governments’ engagement, such as the World Assembly on Local and Regional Governments and the Local 2030 Coalition of the Decade of Action.
