In total, 120 cities worldwide achieved CDP’s top A List status in 2025, celebrating the global standard for leadership in environmental transparency and climate action.
On 8 January 2026, CDP revealed its 2025 A List – based on self-reported data through CDP-ICLEI Track, the global reporting platform. The A list highlights leadership but also demonstrates the growing global demand for high-quality reported environmental data from cities, states and regions. Seventy-three ICLEI Members made the list.
In 2025, more than 1,000 cities, subnational states and regions, representing over one billion people, reported environmental information through the platform. Of these, 120 cities and two states and regions received an A score, representing 15% of all scored subnational entities, a level that held steady from the previous year despite global headwinds.
ICLEI congratulates our Members on this milestone, reflecting strong leadership in climate action and reporting progress, also helping set the global benchmark for transparent and accountable local climate action. To achieve an A score, cities/regions must meet robust leadership criteria, including publicly reporting environmental data through CDP-ICLEI Track, maintaining a comprehensive territory-wide emissions inventory, having a published climate action plan, science-aligned emissions reduction targets, a completed climate risk and vulnerability assessment, and an adaptation goal addressing current and future climate hazards.
