Join a new Community of Practice for Climate Neutral and Smart Cities
The Kaohsiung-ICLEI Climate Neutral and Smart Cities Community of Practice (ComP) is an exciting new community of practice for cities and other government entities in the Asia-Pacific region.
The Community of Practice is designed to build a powerful cohort of leading cities, towns, provinces, and subnational states that will actively collaborate over two years, from March 2025 to December 2026. As part of the program, participating cities will engage in a series of capacity-building workshops and peer-learning events, starting with the inaugural workshop in March 2025, hosted in Kaohsiung City.
The Community of Practice will be a platform for capacity building and peer learning for cities, towns, provinces, subnational states, and regions in East Asia and Asia Pacific who are committed to achieving climate neutrality and pursuing innovation and smart city strategies for sustainable transformation by 2050.
The Community of Practice is chaired by the City of Kaohsiung and supported by ICLEI – Local Governments for Sustainability’s World Secretariat and ICLEI’s Kaohsiung Capacity Center.

Goals of the Community of Practice
Through capacity building and peer-to-peer exchange and learning, the Kaohsiung-ICLEI Climate Neutral and Smart Cities Community of Practice aims to:
- Foster intensive knowledge exchange and collaboration between the City of Kaohsiung, Community of Practice cities, private sector as well as local and international industry leaders, international organizations, and innovators.
- Co-create next practices through targeted strategies for high-priority areas such as circular economy, energy transition, sustainable urban planning, smart and resilient mobility systems, and innovative finance mechanisms.
- Provide opportunities for networking and strengthening regional partnerships.
- Derive and disseminate key insights from leading cities to guide other ICLEI Network Members in their net-zero and smart strategies through tangible good/best practice examples and insights.
Kaohsiung’s bold path to climate neutrality and net-zero
- Ambitious ordinances As a major industrial hub in East Asia, Kaohsiung City is taking ambitious steps toward climate neutrality through the Kaohsiung City Net Zero City Self-Government Ordinances. Prioritizing digital and net-zero transformation, the city has launched the first Physical NetZero Academy in the Island of Taiwan, training 3,000+ professionals, including city officials with international certifications.
- Three key policies To cut urban carbon emissions by 30% by 2030, Kaohsiung has introduced three key policies: - Industrial Net-Zero Alliance - Net-Zero Urban Development Autonomous Regulations - Net-Zero Talent Training
- Leading through collaboration With industries responsible for 80% of the city’s emissions, the Environmental Protection Bureau collaborates with businesses to implement short-, medium-, and long-term carbon reduction plans, aiming for net-zero by 2050. Achieving these goals requires strong local and global networks, connecting Kaohsiung with peer cities that share its vision for a sustainable future.

Building capacity together
Tailor-made capacity-building workshops led by ICLEI and invited experts from international organizations, including the UNFCCC Global Innovation Hub and Mission Innovation, will provide immersive and hands-on experiences addressing key challenges and opportunities in achieving climate neutrality under the following focus areas:

News from the Community of Practice
What's happening with the Community of Practice?
As part of the program, participating cities will engage in capacity-building workshops and peer-learning events, starting with the first in-person workshops series on 18-19 March 2025, hosted in Kaohsiung City, which is the Chair of the ComP.
The community of practice invites Asia-Pacific cities to participate and contribute to capacity building and peer exchange on climate neutrality topics. The community also will have visibility at global advocacy events to raise the profile and ambition of cities in the region.

The final selection of the 15 participating members will be conducted by ICLEI experts in collaboration with representatives from the City of Kaohsiung.
